EMMA’s Children Care Center (EMC) focuses on supporting orphans and marginalized children who face multiple social, economic, and developmental challenges. The organization identifies its target group through a combination of research, community engagement, and annual surveys, drawing on findings from research institutions, government ministries, local and international organizations, and national development priorities.

To ensure effective and equitable interventions, EMC carries out identification and mapping exercises in communities, guided by resources mobilized from various stakeholders. This allows the organization to prioritize the most vulnerable children while maximizing impact.

Key characteristics of EMC’s target group include:

Age Groups: Children and youth aged 0–24 years, with programs tailored to different developmental stages:
- Early childhood (0–5 years)
- Primary school age (6–12 years)
- Adolescents (13–17 years)
- Young adults / youth (18–24 years)
Gender Focus: EMC promotes gender equity, ensuring that both girls and boys receive equal access to education, healthcare, psychosocial support, and economic empowerment opportunities. Special attention is given to girls and young women, who often face additional barriers in vulnerable communities.
Priority Vulnerabilities: The organization targets children who are:
- Orphans or separated from their families
- Living in extreme poverty or marginalized communities
- At risk of abuse, neglect, or exploitation
- Out of school or with limited access to education
- Facing health challenges, including malnutrition or disability
